The buildings owner, The T-Line Design, T-Shirt Company, commissioned this feasibility study. Following the initial concept images the City created a Public / Private partnership to further study the cost and marketing feasibility. The Company has outgrown the limits of the underlying building and wanted to study the potential of its prime intersection location in this growing town south of Portland.
